Have you looked at OSTicket and OTRS? Both are PHP based. OSTicket
is installable via Fantastico on my shared web hosting provider. I
have installed it and I am trying to educate my clients to open
tickets through this system instead of emails. I suspect other web
hosting providers also provide it.
