it is odd. I have noticed that sometimes it is grayed too... go to edit and the function is available there. Seems to be a strange "order of operation" problem. If you mirror, rotate is grayed out, if you rotate, mirror is sometimes grayed out. I met this kind of problem a few time during moving components in my layout, normally components can be rotated during move command, but currently, when in move command, rotate command had been grey up sometime. This problem happened to smaller components like 0603 or 0402, happened once a while, not frequence.
