As we long-time Cadence users say, "it's a feature, not a bug"... That's the way Allegro works. When you "place" a component, you can move, rotate and mirror it. When you "move" a component, you can move and rotate but NOT mirror it. When you "mirror" a component, you can move it (it's already mirrored) but not rotate it.
