I would like to have a look and see what the needs are for now. I
prefer to understand the full depth of Pootle's permission system to
see how it works. In my opinion permissions are on basis of need, not
on theoretical ideas of what a language manager should be able to do.
Maybe it turns out it is useful to have more permissions, who knows.

I would like to have one or more backup administrators.
