I think ticks should be integral at the sequencer. But the plugins might
have to deal with them fractionally, dig? A process block may be
smaller than a tick. You need to keep track of current_tick + some delta
until the next tick. Ticks may not (probably won't) fall on perfect sample
edges, anyway.
