OK, the plugin want to schedule an event at musical time Tm. It drops it on its queue of musicial events, waits for a measure and beat event from the host that corresponds to the one that it scheduled, and performs the event.

Does that work?

what happens when its the plugin that wants to schedule something at

the point is that there is a non-linear mapping between musical time
and transport time, and no mapping at all between transport time and
"rolling sample clock time". you therefore can't possibly compute all
3 from a single value.
