OK, the plugin want to schedule an event at musical time Tm. It drops
it on its queue of musicial events, waits for a measure and beat event
from the host that corresponds to the one that it scheduled, and
performs the event.
Does that work?

the point is that there is a non-linear mapping between musical time
and transport time, and no mapping at all between transport time and
"rolling sample clock time". you therefore can't possibly compute all
3 from a single value.
