Multiple people can work in the same CP. I think the granularity is per
control loop (scheme) rather than per block, but I'm not certain. Guess
I should read the manual. :)

No, it does not. One should consider SQL Server a black-box data
repository. For example, the data stored there cannot be usefully
manipulated through SQL queries.
