Yes, the IEE allows for multiple users to use this configuration tool to
configure into a single CP.

You are right in assuming that each independent user can not edit the
same block. Each set of blocks are in a strategy, which only has access
one user at a time in edit mode.

The I/A configuration uses the SQL Server database for house keeping,
but does not use this database to store the actual configured objects.
Once the object has been saved and checked in this becomes a new object.
The entire Galaxy Repository (GR) can be saved with built in tools. This
GR can be restored at any time overwriting any changes in your
Configurator. This is only making changing an off-line Configurator, not
making any changes to the I/A control running in a CP. This is different
from ICC which is more of a runtime configuration tool. When the changes
are made, the changes are were sent directly into the CP and the
workfile.

Does the IEE allow concurrent CP editing access to multiple users
(i.e. two people able to modify blocks in the same CP at the same time
as long as they are not editing the same block).

Since the configuration is now stored in a SQL Server database for the
IEE is there transaction and roll back capabilities?
