You could always use the hexedit mode of emacs. Write a little bit of lisp to do the search and replace and give that and a list of files to emacs as a command line call.
Way back I thought EMACS was great, but I ran it on Linux last week and it looked a bit old fashioned.
A quick Google for "search replace files RISC OS" gave this, which looks likely:
