Is the above the desired result?
If so, you get it by selecting all, and setting the para level to 1,
with numbering (n) , then select the sub paras, and set level 2 with
letters (abc).
There's some special rule for level 0 which I think may be causing the
problem with the blank lines. Although your original didn't have blanks
and you didn't want them. Para level may be the key concept.
