Gouken is boss (literally).  One of the hardest hitters in the game.  He
only needs one buff - make EX Tatsu hit crouchers.

Unfortunately, Gouken doesn't have any real hitconfirms off light attacks -
nothing of consquence links afterwards. His combos stem from his close
standing MP.  Best sweep in the game though.
