It removes whatever mark is on that target, does Shield Lob, and marks that target so that everyone can see what to attack first. Tanks should actually have a marking hotbar and do it manually, but save that for when you get comfortable with it. If you mark with "attack1", or whatever, other party members can use macros like /ta <attack1> to automatically target that mark.
