5+ years from that first announcement I think the only thing that can
be said about those plans is that they are an interesting historical
artifact.
If different versions of the Pacifics would be better "look, you can
run it next to your E8 and H16-44 and whatever other transition era
stuff Rapido sells by then" then I would guess Rapido would consider
it.
Would love to see them add a V4 0-8-0 switcher, and the later (higher
numbered) group of decapods, both of which would be good switching and
terminal locos.
Which essentially means they are unlikely to ever get made unless
there is a signficant surge in CPR steam modellers.
Without the collector market, and without the multi-purchase market,
getting the minimum would (sadly) likely be real struggle even with
the appeal of shelf switching layouts.
(note that Broadway Limited and MTH-now-ScaleTrains didn't do smaller
steam locos).
