Another option to look at is to include DXF in the base
program, and then have DWG available via a more limited
distribution plug-in. There are several GPL softwares
that function in this way when dealing with a 'closed'
part, like the mp3 libs with certain player/encoders.
This way the base program could be included within
larger linux distributions, but the add-ons that might
be crippled with more stringent licensing would be
available for download for those that needed/wanted
them.
