My guess is that if someone carefully validates before submission and then downloads his/her book for validation and quickly approves it, it will get on the administrators' list before books that need valiation by someone else. Also, I'm thinking that maybe the administrators are coming to know who the people are who validated carefully and whose books are excellent, and maybe they process those quickly or just accept them, feeling sure that they're o.k.
