there should be some policy established whereby a volunteer who does not 
produce at all, but still takes books from Step 1 and returns them, should

to validate that she has held and then returned.

Elizabeth,

I was actually refering to Sarah Blake allowing 30 books to expire in mid
December some of which she had since June or July. I recently validated a
book she held for more than 20 months and then just dumped back on step 1
early in 2006. I'm sorry if you felt my message was directed at you, as I
said in it, it was not directed at any one person. I do understand some
books can be of particular challenge.
