Since the pages wouldn't affect the consecutive numbering, couldn't they just be omitted? If you prefer to put them in, you could just put them in at the end of the book with a small note saying that they were on unnumbered pages, and gather all the captions together on one page, not mentioning the blank pages, so that the book wouldn't have so many pages added to what its numbering suggests. I would think that would be permissible since the pages are not numbered. Good luck with it.
