I've seen this kind of behavior when the Zoom settings were set really low.  If 
you zoom out really far in word, you can end up with multiple pages on the 
screen at once.  When that happens and you use the arrow keys to navigate 
between pages, the down key takes you to the page directly below the one you 
are on, even if there are other pages on that row such as the next page in the 
book. I'd make sure the zoom was set at something like 75-100% or even page 
width just to be sure there is only one page on the screen at a time.
