You can renew your book over and over again At present, you can renew indefinitely. Allowing folks to have a longer period between renewals may simply mean a book stays stuck rather than getting validated. Getting thigs moving on step 1 was the reason the five book limit was instituted. I suspect the time between renewals was kept short to promote the same movement process. E.
