It doesn't matter how old or bad the scanner is if the
submitter proofreads it before submitting it. It may
be more work for the submitter, but otherwise it's
more work for the validator and the submitter
shouldn't get the same amount of monetary credit.

Or the submitter can buy a new scanner. It doesn't
have to be the wonderful but expensive K1000; it can
be an Epson, which varies in price depending on the
model, but I think some refurbished ones are less than
$100. I know money is tight, but expenses made for
charitable purposes can be deducted, if you happen to
itemize.
