What about this for a quality sollution to step 1.
A validator who has had more than four book rejected in a year has
his or her books pre-screened by staff (or some pre-appointed group
of experienced volunteers though that may be a bit trickier to set
up) before the books go on to step 1.
I also think staff needs to take a stronger stand with such
submitters during the communicating about rejected books. I am happy
to assist those willing to improve their scans.
After five years of this validating though, I am less tolerant of
repeat screw ups by the same few people.
I again also repeat that doing away with "book share volunteer"
designation and replacing it with individual "secret numbers" will
help us figure out more about what is going on with step 1.
We can have "bsv1" "bsv2" and so forth. We will never know the
identities of these people unless they choose to reveal them. We will
know that bsv2 submits beautiful work while bsv1 works hard to
improve scans and perhaps scans books which are difficult to do well
You get the idea.
I also really think people submitting books ought to provide a email
for the validator. I am not sure whether staff ought to make this a
requirement though it is a good way to get your book validated well
submitters.
