Well, I just had to ask a lawyer friend of mine: "Does the word "shall"
have a different meaning in law than "will" (imperative) or "must"?"

Response: "No - though "shall" is the more standard usage."

I blame the lawyers!

I suspect the people who wrote those RFTs went to the same schools as my

wife (and Elizabeth) and watched the same movies (or read the same fairy

tales) as me.
