The Navy does NOT regard Otto fuel II as benign, it accepts it as
being worth the drawbacks. Hydrogen cyanide is only one... The other
biggie is that once a spill is ignited, it's self sustaining and hot
as hell. (Basic, a chain reaction and essentially instant flashover.)
