Looking at the the first sequence in that video, the hemispherical cloud
layers didn't seem to form instantly, but rather at the speed of a shock
wave expanding from the explosion into the obviously wet (lots of low
cloud) air overhead.

Allegedly it was originally going to be "Prohibitive" -- the purpose of a
security system is to say "no!" -- but that was changed in hopes that a
shift of emphasis would make it easier to sell the military on the idea.
