The instant formation of hemispherical cloud layers above the blast is 
characteristic of a nuclear explosion. It is due to large amounts of ionizing 
radiation forming nucleation sites in the atmosphere, which causes rapid water 
vapor condensation.

Permissive, definitely...

Allegedly it was originally going to be "Prohibitive" -- the purpose of a
security system is to say "no!" -- but that was changed in hopes that a
shift of emphasis would make it easier to sell the military on the idea.
