There are specific provisions in the Equality Act 2010 which mean that a
service provider must provide info in an accessible format - assuming that
you have notified the provider of the request.
If you don't get it, why not ask RNIB if they can help?

I think the government should be pushed yet further on this point.

comply with such request, and as a consequence, a entailment loses
entitlement of benefit or as a consequence theror is unduly penalized.

any penalty a government attempts to impse by attempting to assert none
compliance with a letter sent by such agency or agencies including but not
limited to, such sub agencies as the government shall so employ to carry out
its work whether they be public bodies or private sector entities..
