Hello,

People who have suffered disadvantage as a consequence of the DWP's failure to 
provide information in suitable formats when asked should first  make formal 
complaints through the normal channels of the DWP - if they haven't already 
done so. If that bears, or has borne no fruit, the matter needs to be taken up 
with whichever ombudsman it is who deals with disputes involving central 
government departments. If this ever went to court though, I would be dismayed 
and amazed if blind and partially-sighted didn't win the case, as it sounds 
like a clear breach of Equality Act.
