I sent a Hitachi tuner to them and they returned it with the same fault.
I returned it and they sent me a different one that worked.  All it cost
me was the shipping one way and of course the time delay for the
customer.  This was about one year ago.

I've had two recent problems similar to Al's  that involved double
billing.
Tip Top was sure I was wrong and there was no debating it. Both problems
were very much the same as follows. They said they sent two tuners to us
( I
only ordered one and only recieved one) but they said I recieved two and
must return one of the tuners for a refund. After aggressive
negotiations
they agreed to reimburse us the charge and I was told to find someone
else
to repair our tuners. He said they had 5000 customers and don't need a
customer like me.  Their screwing up over there and it will catch up
with

That happened to me too but it was the money order he didn't get he
said.
When I read him the #'s off the receipt they found it somewhere. Never
had
any trouble after that. I think someone opened it and forgot it was
there.
