I've had two recent problems similar to Al's that involved double billing. Tip Top was sure I was wrong and there was no debating it. Both problems were very much the same as follows. They said they sent two tuners to us ( I only ordered one and only recieved one) but they said I recieved two and must return one of the tuners for a refund. After aggressive negotiations they agreed to reimburse us the charge and I was told to find someone else to repair our tuners. He said they had 5000 customers and don't need a customer like me. When I read him the #'s off the receipt they found it somewhere. Never had any trouble after that. I think someone opened it and forgot it was there.
