Hello Carlos,
Some small businesses in Europe are VAT exempt. This means they will
charge you the prices of the parts including the VAT and you can't get
it back (as they can't get it back either).
As this is way too complicated, I would ask the repairer if he can
exempt you as you're outside Germany; If he refuses or can't, I would
ask the  German embassy in your country providing copies of the bill for
tax refund. Who knows, it may work ? (and as you'll claim it outside
Europe, you won't have to prove the camera *is* outside Europe ... )
But, first, I would read all Kafka books ....
