I am not here the specialist, but I believe, Carlos is right.

If the repaired item is directly shipped back to his country, he does not need to pay German VAT.

Also, if he sends his item to Germany, he would need to pay on the item value VAT and probably customs, but I believe, there are also regulations for items imported just for service or repair.
If imported under this regime, no import tax has to be payed.

Anyway, this is very complicated.

No, you have to pay the Umsatzsteuer, because this is a service done in Germany. You are not buying a camera but you let someone work in Germany. That's the difference.
