To some extent you can overcome the fogging with a restrainer, I tried some
old Oriental Seagull a few months back and could not get a usable image.
Tried Benzo and Pot Bromide and combinations of both - the paper was too far
gone

      Even if the paper is old and fogged, can't this be cleaned up?  I'm
thinking of more restrainer.
