Kent,

msgget is not used anymore. You can comment out 
line 86 from arq.pm:
#   die "msgget failed: $!\n" unless defined $txid;

I guess you will get the next error message until you have properly installed 
the perl libs.

The libinstall script will do all the cpan stuff for you.

I would install version 0.8.1 which is on the download site.

Don't forget to switch logging on in fldigi 3.10.
