Thank you for your response. The year of the files that I downloaded is
2008. They all have the word setup in their names. so I suppose when I
decide which language I want, I would install it by executing its setup
program.
I also have an older version of liberty basic that I bought five or six
years ago.

Those sound like the Express versions of the various Programming Language
IDEs. If you are wanting to learn Programming it would be better to use a
command line compiler or a Translated Language like a scripting language
or Liberty Basic or other translated Language. That said, since you have
experience programming in various languages, you need to verify which year
the downloaded files are for. For example, you could have them for the
Vb.net and C#.net 2010 or for the 2008 versions. I am not sure the 2010
versions are ready for prime time with a screen reader, not WindowEyes for
sure and I am not convinced jaws works perfectly with 2010 versions. The
way you load one of those modules is just to click on it and wait until it
is finished installing. During the process you will need to check the I
agree check box to the usage rules and might get asked if you want to
install sql Server but that is a complicated process so you might want to
say no. You will also get a message that the procesws is done and you can
disconnect from the internet. It is not done installing, just downloading.
It will sit there telling you nothing for several minutes, 5, 10 or
perhaps even 15 minutes. When it is done it will tell you it is done and I
think ask you to ReBoot. Anyway, the entire process was posted a couple of
weeks ago in a entry level tutorial for using VB.net 2008 to this list
