Cristy,
It's not installed because you've told Scotty to not allow it to be
installed. Unless you folks actually want the Language options available
within Office programs, you've been handling it right by telling Scotty to
prevent it from installing. The only part you haven't done is to tell him
to remember that decision so he'll stop asking you. :)
