Roger,
    Unfortunately, this spec sheet says a lot without saying much at all. 
The max up & down speeds you'll experience will be limited by the provider's 
signal rather than the max stated here at this link and no mention was given 
for any router functions here.  Any chance you have a link to the ISP 
themselves?  We could probably get a much closer look at this device using 
their setup & support site.

    As for passing the bill, I doubt that would work.  He's going to need 
that $75 to put towards his eventual entertainment system.           :O)
