Are you stating that all digital TV's (with tuners) are required to support unencrypted QAM? Or only the ones claiming cable support. Or what?

Do you have a link to the part 15 & 76?  I would indeed like to read that.

I think many would consider cable plug-n-play to be the sets needing and supporting a cable card. My new one does not have or need that. Nor do I want it.
