I think we've been down that road on this list many times, circa the 2004 campaign, when Tom Barry and Bob Miller (among others) were sure that not only would the White House be in Dem hands, but both houses of Congress. I always go back to the money. Congress wants to spend money, and the Democrats (using recent 'republican' moves as the example) at least slightly more so than Rs. They will get money to spend by auctioning off spectrum, and will only have to spend a small part of it on vouchers for the po' people. Divided government also means less gets done. I also note that the deadline is just a few weeks after the next President and the next next Congress take their seats. So, maybe there will be a slipping. But, I strongly doubt that will happen in the next Congress.
