     - 5th-generation LG chip in non-LG receivers - There was another test =
at my apartment this week.  It was dramatically better than the last.  One =
participant characterized it as "4th-generation plus," and I won't dispute =
that, but it didn't have the magical plug-&-play of the 5th-generation LG c=
hip in the LG box.  Notably, with a loop antenna, the receiver appeared to =
be sensitive to people walking around the room.

     - U.S. analog shutdown - Multichannel News online reports that the Con=
gressional Budget Office said, according to Senate Commerce Committee major=
ity staff director Lisa Sutherland, "the later the digital transition occur=
s, the more funding would be made available to the federal government throu=

     - Standards for satellite delivery of distant DTT signals - The full t=
ext of the Federal Communications Commission (FCC) notice of inquiry is now=

     - "Broadcast flag" - The bombshell of the week was the U.S. Court of A=
ppeals for the District of Columbia throwing out the FCC requirement less t=
han two months after it was to go into effect.  The unanimous ruling was ba=
sed on the FCC's lack of jurisdiction.  Here are two excerpts:
     "The All-Channel Receiver Act's limited and explicit grant of authorit=
y to the Commission over receiver equipment clearly indicates that neither =
Congress nor the Commission assumed that the agency could find this authori=
ty in its jurisdiction."
     "Because the Commission exceeded the scope of its delegated authority,=
 we grant the petition for review, and reverse and vacate the Flag Order in=
sofar as it requires demodulator products manufactured on or after July 1, =
2005 to recognize and give effect to the broadcast flag."

     Dan Glickman, head of the Motion Picture Association of America (MPAA)=
 said, "This is a disappointing decision and could create a digital televis=
ion divide by slowing or eliminating access to high quality digital program=

     Similarly, National Association of Broadcasters (NAB) president Edward=

     So, what happens now?  CBS threatened long ago to withdraw HD programm=
ing unless there was a "broadcast-flag"-like order.  Will they?  Will MPAA =
members withdraw movies?  Meanwhile, the FCC has approved 14 content-protec=
tion schemes associated with the flag, and some have already been appearing=
 in consumer products.  This should be interesting.

- International H/DTV news:  Strategy Analytics has some interesting figure=
s for "digital-television receiver" sales worldwide.  The problem is: I don=
't know what's included in the figures.  They say they cover both set-top b=
oxes and integrated sets, but the figures are much too high to represent DT=
T-receiver sales.  Whatever they are, here are the figures for the last thr=
ee years (I will not provide the projections):

Let's hope they're better than the last (which showed, among other things, =
that 4:3 and 16:9 were the same shape, but the latter was bigger).

- According to Pacific Media Associates, "the street price for 40-to-44-inc=
h flat panel televisions dropped an average of 13% from 4Q2004 to 1Q2005.  =
Prices for 40=E2=80=93to-42-inch flat panel LCD televisions had the most dr=
amatic decline, falling 18% during this period.  Prices for 42-inch enhance=
d-definition plasma televisions fell 12.6%, and 42-to-43-inch high-definiti=
on plasma television prices dropped 8.6%."  The story is not yet posted on =

- Based on figures from CEA, sales to U.S. dealers of non-H/DTV television =
sets for the first 15 weeks of 2005 were down 10.7% from the same period in=
 2004; my ten-week running average was down 7.8%.
     Sales of so-called "Digital Televisions" to U.S. dealers for the 15th =
week were 36,962 units and for the first 15 weeks 1,095,685.
     "Digital Televisions" (most of which are HDTV displays without DTT-rec=
eption capability) accounted for about 15.9% of the TVs (not counting plasm=
a or direct-view LCD) sold to U.S. dealers through the 15th week this year.=
  It may be worth noting here what that means.  About 84% of the non-plasma=
, non-direct-view-LCD TVs sold through the 15th week this year were still p=
lain non-H/DTV direct-view TVs with picture tubes.  The last time CEA relea=
sed numbers allowing the LCD and plasma TVs to be included, they raised the=
 "digital" percentage to about 25%; I suspect it is higher now.
     To qualify to CEA as a "Digital Television," a display need only be ca=
pable of dealing with at least 480p; it need not be capable of either recei=
ving digital signals or displaying them.  Devices actually capable of recei=
ving DTT signals are still a small fraction of those numbers.

- Ads for set-top DTT receivers:  I'm aware of only the Humax at Fry's.

- Ad confusions: Soho Electric noted that the Pioneer PDP-503 plasma TV had=
 "60,000 hours of lamp life."

- The ads - Readers have asked how to get hold of some of the non-national =
retailers, so look for their phone numbers at the bottom of the memo.
     The model numbers are so hard to make out in the Center City ad that I=
 might have gotten them wrong (but I'm pretty sure they got at least one wr=
ong, too).
    I think the free gift with the Magnavox 32MF605W is supposed to be the =
DVD recorder rather than the LCD TV.
    Target had three more LCD TVs (all under $650) that others would charac=
terize as ED or HD, but, because there was nothing in the ad to call attent=
ion to that, I haven't listed them.  The one I did list is based only on th=
e visible screen shape in the photo.

     - According to CEA, sales of DVD players to U.S. dealers for the first=
 15 weeks of 2005 were down 35.7% from the same period in 2004; my ten-week=
 running average was down 29.7%.  VCR sales were down 44%.

     - New Medium Enterprises has announced its version of the next-generat=
ion disk, the VMD (versatile multilayer disc).  It's a see-through, red-las=
er, multilayer technology.  Initially, with four layers, it offers 20 GB ca=
pacity (with a 19.4 Mbps average transfer rate), but greater capacities (to=
 at least 40 GB) are said to be forthcoming shortly as well as consumer rec=
ordability.  The outermost layer is said to be completely compatible with o=
rdinary DVD players, but the company doesn't (presently) seem to be interes=
ted in offering a standard DVD layer with the HD to avoid dual inventories.=
  Manufacturing is said to require only minor "adjustments" to a DVD-9 line=
.  They're aligning themselves initially with Bollywood instead of Hollywoo=
d.  I can confirm seeing playback from the disk in something that looked li=
ke a consumer DVD player (but with an outboard HD decoder):
