I don't know what you mean in the first issue cos' I rarely use receipts, so
I don't think I've ever see that...I'll have to check it out...out of
curiosity.

As for why you don't get many back...it's cos' receipts can be annoying. I
get a lot of them, but have set my system to warn me when someone is
checking to see what I'm doing...I prefer people DON'T know if/when I read
their email. I'll reply to let them know that, thank you very much. So in
about 99% of the cases, I refuse the receipt...meaning they don't know what
I'm doing because they never get a receipt. 

Note that I don't refuse the receipt to be ignorant, but sometimes I read
the mail in the middle of the night, but won't be replying until later that
day. It's better that they assume I didn't read it yet, than that I did and
didn't reply. Once I reply, they know I got it. 

Getting TONS of email a day, many people use those and I do personally find
them annoying. Particularly from someone I don't know who is asking for my
help. So chances are that the receipts you don't get back are from people
who are also annoyed with someone "checking up on them" via read/open
receipts.

Can anyone tell me why, on my work Intranet, some Sent Items messages have
the Tracking Tab and some do not?
The Option setting is that all messages require Read receipts, and so I also
receive a Not Read if they are deleted without being fully opened.

Also, why do some messages out to the Internet return Read receipts but only
very few?
