I've always found this feature to be somewhat buggy and unreliable....however, I've also found that IT people sometimes lie and say they've done something when they haven't LOL (think about it...if someone denies your receipt, do you think they would actually admit to it? Remember there's also an option to be prompted to accept/decline the receipt on each email....who knows what the IT guy actually does on any given day?)
