I find that "cold weather starting fluid" (which is pressurized ether) 
available in the states is useful for these small engines.  Remove the plug, 
spray the fluid into the cylinder, spray some more into the carb or air 
cleaner, put the plug back, and start.  Not needed once the mower has been run 
that day.
