I'm not an expert in miniature railway track circuiting (I deal with track
circuiting at 12"/foot normally!) but I would suspect that there must be
some metal to metal contact on the shoulder if nothing else.

If you wanted to be sure, either a small strap between wheel/axle or a pin
between the wheel axle (which also helps the wheel from rotating on the
axle.)

I've got a Megger at home. When I get a chance I'll find a set of axles
that have been loctited (as I do to most of my axles) and measure it!

Cheers

Peter
