I wonder if that may be part of my issue. I typically don't interact with an
email message when I open it to read. I'll have to give that a try.

The official tag for it is go to linked item, in Finder it’s usually the side
bar, in Pages it’s the formatter, that kind of thing.
There are also different ways to do the same thing, as noted in responses to
Russel’s query, you can open a message with return/enter, command O, or jump
to it with VO J. If you use VO J, you have to remember to VO J back to the
mail list, closing the message is actually closing the whole mail window
because all you did was jump to the viewer pane, things like that.

Is there a setting I am missing?
Additional note: I just noticed, while composing this email message,
that the VO cursor does, indeed, follow the keyboard focus, so the
problem only exists when reading an existing email message, and not when
composing a new message.
