Oh, that's the way it works for me too. If I press CTRL to pause speech, and
then press it again to begin speech, VO will continue reading from exactly
where it stopped.
The issue I am having is if I am reading an email, and press CTRL to stop
reading, so that I can check the spelling of a word, or, just to read word by
word at some point, the cursor will not be at the point where the reading
stopped, but instead it will be at the top of the message, so I must arrow down
to get to the point where I wished to examine the text more closely.

the VO cursor does, indeed, follow the keyboard focus, so the problem only
exists when reading an existing email message, and not when composing a new
message.
