I do think there is a point to this IF the relief agencies are the
ones in charge. If, on the other hand, they are doing what the Red
Cross (and others) say that their purpose is...which is to *assist*
not to be in charge...then I don't have a problem.
I don't understand how the issue of who's in command influences the
question--whether giving to charities lets the government off the
hook. (See my reformulation of the question to Mike.)
