A lot of people stayed because they rode out the mother of all hurricanes
to that point, Camille, and survived, so they thought they could do it. 
The poor had no place to go and no money to get there with.  The poor don't
want to be poor. The mother tit-offering government is now handing out to
the ultra rich, not to the poor.  The ultra rich took the tax breaks.  The
poor got nothing.  Ultimately, had Bush shored up the levees the way he was
warned to do, none of this would have happened, like in Iraq.
