Let us retrace this argument. One may sketch it thus:

A: Scrap paper is meant for scrap.

B: No, it isn't. It is scrap paper!

Now, an impartial observer, C, might think that B had merely repeated, 
with emphasis, what A had initially said, without explaining the meaning 
of 'scrap paper.' That a thing is identical with itself is perhaps news 
in Wales, but I suspect that deeper issues are lurking here.
