Seriously, I feel too much is made of the language aspect. Just as it
is easier to program in (say) Python if you have learnt C really well,
I think it is easier to speak/write well in English if you have really
learnt (say) Tamil well.
Having taught American students who struggle to express simple logical
statements in English (American) and Bengali students who have exactly
the same difficulties --- I can assure you that it is the lack of
ability to think logically (in their Mother Tongue or any other
language) that is the source of their difficulties rather than the
lack of English.
Today a number of contributors to FLOSS come from areas like South
America, Eastern Europe and Japan. All of them try to communicate
what they need to in English --- or they say it with code.
