Want to add one more thing.  I have worked for 10+ years in a Fortune
500 Telecom R&D labs.  Some of the better software engineers, had
MS/Ph.Ds in disciplines that had nothing to do with traditional
computer science curriculum.  The HR in that company was open to
inviting people with "potential" (the interview process was quite
grilling).


Ihave been on some interview panel of 2 of the top 5 Indian IT service
companies. These guys get millions of resumes a day. The size of the
company is also so big that there has to be a minimum set of standards
to prevent mal-practice. So, the qualification becomes a filtration
criteria. People will be selected if and only if they show the correct
aptitude, teamwork capabilities, etc... Depends on the person who is
interview. But still its not 100% fool proof.
